Duties and Responsibilities

  • Determining medium and long term strategy and policies of the administration and fulfilling required works for specifying the goals within the framework of national development strategy and policies and annual program and government programs
  • Developing performance and quality measurements and fulfilling other tasks in this context
  • Gathering, analyzing and interpreting data and information about the performance and development of university administration
  • Investigating external factors effecting the services in the university, conducting in-house capacity studies and analyzing and studying the effectiveness of the services
  • Giving the services related to management information systems
  • Coordinating the strategic plan and performance programs of the university and consolidating the results
  • Preparing the administrative budget including the following two years’ predictions in convenience with strategic plan and annual performance and following and determining the convenience of administrative activities
  • Keeping budget records of the university, gathering and evaluating data related to budget practice results, and preparing financial statistics with budget precise accounts
  • Accruing incomes of the general management and carrying out the pursuit and collection of the incomes and assets.
  • Preparing the activity report of the administration on the basis of unit activity reports by expenditure units.
  • Preparing condensed statements about estates and assets of the university.
  • Coordinating the investment program of the university, monitoring the results of applications and preparing annual investment evaluation report.
  • Managing and concluding financial works and transactions required to be followed by other administrations
  • Providing necessary information and mentoring to executives and expenditure authorities on the practice of other legislations about financial issues. 
  • Maintaining initial financial control activities
  • Establishing inner control system, applying and developing the standards; making required arrangements to increase the efficiency of the inner control in top management.

  • Arranging the budget
  • Coordinating the performance program preparations
  • Arranging the administrative budget according to strategic plan and performance program
  • Preparing a detailed expense program within the framework of budget principles determined by legislation
  • Fulfilling and recording budget transactions
  • Actualizing administration incomes
  • Coordinating the preparation of the administration’s investment program, following the results of practice and preparing the evaluation report
  • Reporting the budget practice results
  • Fulfilling other duties in financial matters of the directorate

  • Working on the issues of building inner control system, applying and developing the standards
  • Preparing standards for the issues included within the assignments of the administration
  • Maintaining the initial financial control activities
  • Suggesting precautions to remove the difference between goals and results and to increase the effectiveness
  • Fulfilling other duties in financial matters of the directorate
  • Preparing financial statistics and precise account of the budget
  • Following and encashing the incomes and receivables
  • Giving accounting services
  • Arranging condensed statements for estates and assets belonging to the administration
  • Fulfilling other duties in financial matters of the directorate
  • Determining medium and long term strategies within the framework of a program based on national development programs
